Council wants more safeguards on airport development
18.11.10
Edinburgh City Council wants the Scottish Government to allow them to have tighter controls on developments at Edinburgh Airport, the Evening News reports. Airport operator BAA is the only organisation in Edinburgh that has ‘permitted development’ (PD) rights, meaning that it does not need planning consent before carrying out development within its grounds.
PD rights mean that the council is unable to force the airport to spend money on infrastructure improvements or public transport in the way that it can with other developers through ‘section 75’ legal agreements made when they apply for planning permissions.
Concern has been growing about the council's inability to influence what happens at the airport in light of BAA's controversial £1 ‘kiss and fly’ airport parking charge. The newspaper reports that David Anderson, the council's director of development, is now urging the Scottish Government to abolish the airport's exemption from normal planning process, to give the council greater leaverage.
